Protocol is an Inhuman who led a terrorist group called the Undertow. Under his leadership, the group would kidnap civilians and transform them into super-powered agents working for them called the Soldiers of Misfortune. The group kidnapped Namorita, a member of the New Warriors, and turned her to their cause via mind control. After the New Warriors was alerted about them, they launch a rescue mission to save their teammate, defeating Protocol and the Undertow group in the process. He is now imprisoned in the Raft.
