Arthur Parks is an AIM scientist that experimented on himself to gain power, along with some assistance in the designs in his armor via M.O.D.O.K. These experiments later led him to become the Living Laser.

Living Laser suit utilizes a combination of micro injected tech and exoskeleton. The tech injected into him allows him to generate energy as well as absorb it. These implants also allow him to project energy blasts. His armor allows him to have super human strength, durability, and the ability to fly.
